10% Training Policy - 2011/12
What is the 10% training policy?
The 10% Training Policy makes use of State Government building projects to help provide jobs, improve skill levels and create employment opportunities for apprentices, trainees, cadets and Indigenous workers in Queensland’s building and construction industry.
How does it work?
The 10% Training Policy requires that a minimum of 10% of the total labour hours on any Queensland Government building or civil construction project be undertaken by workers in training.
What role does Construction Skills Queensland play?
Construction Skills Queensland takes an active role in administering the 10% Training Policy. As the prime, industry-led, non-Government source of support for the development of skills in Queensland’s building and construction industry, we’re here to assist with 10% Training Policy compliance issues, help with funding access for training and provide on the ground support for contractors and employees through our Industry Engagement Officers (IEOs).

WHO DOES THE 10% TRAINING POLICY APPLY TO?
The policy applies to ALL State Government funded building and construction projects over $250,000 for building and $500,000 for civil. Deemed training hours are calculated by the following formulas:
Building = Contract price x 0.08%
E.g. $100m x 0.08% = 80,000 training hours
Civil = Contract price x 0.04%
E.g. $6m x 0.04% = 2,400 training hours.
WHAT MUST PRINCIPAL CONTRACTORS DO TO COMPLY?
Provide written undertaking to comply with the policy
- Register the Project with Construction Skills Queensland. Simply go to https://10percent.csq.org.au/index.php?option=com_csq10pc&c=logins&m=index&Itemid=32 to register and manage the Project online
- Provide Construction Skills Queensland with a Compliance Plan within 10 working days of the date of acceptance of tender
- Ensure that the project employs sufficient apprentices/trainees/cadets to comply with the policy and/or implement a training program aimed at up-skilling the workers on site
- Track the apprentices, trainees, cadets, and/or Indigenous workers engaged on the project. Eligible apprentices/trainees/workers can be employed directly by the Principal Contractor, subcontractor, or be accessed through a group scheme or Government agency such as Q Build
- Identify any up-skilling of existing workers directly employed by the contractor or subcontractor (recognised national qualifications only). Note: This is up to a maximum of 25% of the deemed training hours
- Provide Construction Skills Queensland with a completed Interim Compliance Report after each 13 weeks of the construction phase
- Provide Construction Skills Queensland with a completed Practical Completion Report within 15 days of the date of practical completion.
WHY IS IT IMPORTANT TO COMPLY?
All Principal Contractors have a contractual obligation to comply. But more importantly, by complying with the 10% Training Policy you’ll be helping to boost skills, create job opportunities and safeguard the future of Queensland’s building and construction industry.
