Pre-Apprenticeship Employment Incentive - Training Partners 2011/12

To encourage employers to employ a graduate from a CSQ-endorsed pre-apprenticeship course as a full-time apprentice or trainee, Construction Skills Queensland in the 2011/12 financial year will provide funding assistance of $3,000 to employers who take on an apprentice/trainee who has successfully completed an approved program - $1500 payable after 3 months and $1500 payable after 6 months, subject to employment status.

An incentive of $2000 is also available to RTOs delivering Doorways 2 Construction (Contracted), Doorways 2 Civil Construction, Trade Start or other CSQ endorsed programs, to encourage RTOs to facilitate the job placement process upon completion of training.

Where eligible, both the RTO and the employer may each receive an incentive payment for the successful eligible employment of the same student.

Eligibility Criteria

Student Eligibility
Students who attract an incentive will have:
•    Completed all requirements of the Trade Start, D2C or D2CC program (see above), OR
•    Completed all requirements of a pre-apprenticeship program formally endorsed by CSQ under this incentive, OR
•    Was actively participating in any of the above and has subsequently engaged in a school-based apprenticeship or traineeship before transitioning to a full-time training contract.

Employer Eligibility
To register with Construction Skills Queensland for incentive payments the following criteria must be satisfied:
•    Employer must employ an eligible student (as defined above) as an apprentice or trainee in an incentive eligible qualification as defined by Construction Skills Queensland (see below).
•    Employer must not be a Commonwealth, State or Local government department or body.
•    Apprentice/trainee must be registered with the Department of Education and Training (DET) under a Training Contract.
•    Commencement of employment is determined by the date of commencement recorded under the Training Contract. For the purposes of this incentive the commencement date must be after 1 July 2011 and before 30 June 2012.
•    Apprentice/trainee must have completed their probationary period.

RTO Eligibility
To register with Construction Skills Queensland for employment incentive payments the following criteria must be satisfied:
•    An eligible employer (as defined above) must employ an eligible student (as defined above) as an apprentice or trainee in an incentive eligible qualification as defined by Construction Skills Queensland (see below).
•    The RTO must deliver the Construction Skills Queensland endorsed program to the eligible student. Program must be endorsed prior to delivery.
•    RTO to notify Construction Skills Queensland with the details of the student’s commencement at their earliest convenience.
•    The apprentice / trainee must have successfully completed the program and their apprenticeship/traineeship date of commencement must be within 12 months of completing the program.
